This iMac shipped with High Sierra and I immediately updated it to Mojave before beginning to use it.

macOS is the most current version to date: Mojave 10.14.2. Unfortunately, this has not worked either. It appears that Apple has fixed this problem sometime within the past 24 hours. I have tried to Force Quit the app(s) in question via Terminal as well, after identifying their Process IDs. When the spinner gets stuck, force quit appstoreagent (Select the process, and click x button at the left top of the window, and choose Force Quit button in pop-up alert.) 4. It needs a long waiting time to open some applications or borswer. Wow, I found a solution to App Store apps not installing on Mojave: After upgrading to macOS mojave, the mac computer becomes slow or frozen. Seen this many times since (begrudgingly) updating to Mojave.

Many macOS Mojave users, including myself, have experienced frequent failures of App Store to update their installed apps.
